The Overshoot Pulse Is Beating Fast

The UNEP’s new report outlines a pathway called “overshoot, peak and decline” to minimise and adapt to the impacts of an exceedance and an eventual return to 1.5°C.

The dense 139-page report warns that temperatures are now almost certain to temporarily break past the safe limit of 1.5°C. In fact, even if governments fully implement and exceed their climate action plans, the UNEP states that the temperature rise will still hit 1.8°C before declining.

A plain-English walk through UNEP's Limiting Overshoot report. Not a cliff we fall off, but a line we cross, live above for a time, and must bring ourselves back below. This is the shape of that journey, and what it asks of us at each stage.

1.5°C is not a cliff edge. It's a line we can cross - and return below.

The 1.5°C limit from the Paris Agreement is a long-term average, not a switch that flips. On our current path the world will pass it within the next few years. That period above the line is called overshoot: we exceed 1.5°C, reach a peak, and then - with enough action - bring warming back down below it.

But crossing the line is not safe, and coming back is not free. The report is blunt: there are no benign scenarios above 1.5°C. Every extra fraction of a degree, and every extra year spent above the line, adds damage - some of it, like lost glaciers and collapsed coral reefs, permanent.

The goal hasn't changed - limit long-term warming to 1.5°C. What's changed is that we now have to reach it from above: cutting emissions and adapting to impacts at the same time.

What that warming does - and to whom

These impacts don't land equally. The report is blunt: those who did least to cause warming bear the most - for some island nations, as a matter of survival. Drag the slider up and watch the harm accumulate.

Whatever the shape, the response moves through three stages - shown as the coloured zones on the curve. Each one asks for action on two fronts at once.

Two tracks at once

Cutting emissions and adapting are not a relay - they run side by side

It's tempting to think we mitigate first and adapt later. The report is firm that both must advance throughout every phase. Weak mitigation makes warming worse and drains money into emergency response; but even perfect mitigation can't remove the need to adapt, because 1.5°C itself is not safe for many communities and ecosystems.

Often one action does both. Planting trees across a city cools streets and cuts heat deaths and stores carbon and reduces the energy burned on cooling - mitigation and adaptation in a single move.

Mitigation + Adaptation = The Whole Response

Every stage above carries both a mitigation move (slow, then stop, then reverse warming) and an adaptation move (protect people and nature as impacts arrive). Neither works alone.

The catch

Carbon removal helps - but it's an addition, not an excuse

Bringing warming back down eventually needs carbon dioxide removal: restoring forests and ecosystems, and newer methods like capturing carbon straight from the air. The report is clear this will be necessary. It is equally clear about the trap.

The rule to remember

Carbon removal must come in addition to deep emissions cuts, never instead of them. It can only credibly return warming below 1.5°C this century if the peak stays well below 2°C and emissions are already falling hard. Removal methods carry their own risks and trade-offs, so they need strong governance - not blind faith that we can pollute now and vacuum it up later.
